After giving up and then doing some thinking, I was able to get the U1 to successfully control this TCL 65R635 Roku TV. The problem was that the commands from the U1 were only intermittently received. This was frustrating and useless. When I tried moving the U1 remote very close to the TV IR sensor, it worked fine. Further investigation lead to the realization that the TV's IR receiver actually faces down, rather than forward, as one would expect. Placing a mirror at a 45 degree angle under the TV's "TCL" bottom center logo allows the U1 remote to work from a normal distance. This is not a problem when using the Roku remote because that uses an RF interface. The TV and the Roku remote appear to support both RF and IR.
