I just purchased an X1 from Amazon to replace an old Harmony remote. I was able to add my TV and AV receiver without issue. When trying to add my Roku streaming stick, the app just searchs for a while and then gives up. The X1 hub, the Roku stick, and my iPhone are all on my WiFi network (they show up in the router client list and I can ping them from a computer on the network).
I have rebooted both the hub and the roku stick multiple times. I have factory reset the hub a couple times. All with the same result.

How do I go about troubleshooting this issue?

This problem was caused by me having AirPlay disabled on the Roku stick. Once AirPlay was enabled, the app found the Roku and added it to the remote. The remaining setup went easily.
