allow input delay between source/next-input IR codes

When configuring a device that uses the Input toggling/cycling (source/next-input) method of switching input sources, it would be helpful if you added the ability to specify a delay to be used between the IR code sends.  I have a Samsung HW-Q950A soundbar that uses this method of switching, and it seems the codes are sent too quickly by the X1, so that most of the time one of the codes gets ignored, ending up at the wrong source.  On a Harmony remote, I solved this problem by increasing the input delay for source switching.
